Qualifying educational programs for initial teacher training, DPCM 4/8/23
eCampus University, Accademia del Lusso and Accademia Belle Arti Sanremo “I. Duncan” have established the Multidisciplinary Center for Teacher Education - CEMFI for the purpose of organizing and providing educational pathways for the initial training of secondary school teachers. The lead institution of the Center is eCampus University.
Qualifying educational programs for initial teacher training
The following qualifying educational programs provided under the Prime Minister's Decree of August 4, 2023, differentiated on the basis of access requirements, are provided:
Qualifying Educational Programs (sustainable level *):
- Qualifying educational programs for initial teacher training, 60 CFU or academic credits as referred to in Article 2, paragraph 1, letter a) of Legislative Decree N. 59, April 13, 2017 (Attachment 1 of the D.P.C.M.);
- Pathway designed for the acquisition of 30 CFU, as referred to in Article 2-ter, paragraph 4 bis, of Legislative Decree N. 59, 13 April 2017 (Attachment 2 of the D.P.C.M.).;
*Universities can enrol a maximum number of students on the aforedmentioned courses, as defined annually by the Ministry. Access is therefore limited.
Initial training courses (exclused from the sustainable level *):
- Pathway for the acquisition of 30 CFU/CFA intended for the winners of the competition provided for in Article 13, paragraph 2, of legislative decree 13 april 2017 n. 59 (attachment 2 of the D.P.C.M.);
- Pathway for the acquisition of 36 CFU/CFA, provided for in Article 18 bis, paragraph 4, second sentence, of Legislative Decree N. 59, 13 April 2017, intended for competition winners who, by 31 October 2022, have obtained 24 CFU/CFA credits (Attachment 5 of the D.P.C.M).
*Universities can enrol students on the aforementioned courses without numerical restrictions, meaning that access is free and not subject to limited access.

To access the application submission procedure, you must be registered on the eCampus portal.

- What procedures must be followed to enroll in the programme?
- Be registered on the eCampus portal
- Fill out the registration form under “Admission Test” in the reserved area
- Wait for the provisional rankings and then the final rankings.
- If admitted to the final exams, complete the online pre-enrollment procedure.
- Participate in the program
- How do I register for the competition for qualifying courses related to Attachments 1/2/5?
You must be registered on the eCampus portal and have a username and password.
If the candidate has already completed other courses with the University, they must log in to the platform using their existing credentials.
Alternatively, you can ask the student administration office to recover your credentials.
The application form must be submitted exclusively through your personal account in the “ADMISSION TEST” section.
Further details on the procedure will be published in the coming days.
The application may be submitted from 18 december 2025 at 11:00 and no later than 2 january 2026 at 16:00.
Applicants are advised to complete and submit their applications well in advance in order to avoid possible delays in the computer system.
- You must pay an application fee to apply for admission?
Participation in the selection process is subject to the payment of a €150.00 fee, payable exclusively via Pago PA or online credit card payment. This fee is non-refundable under any circumstances. This fee is refundable only if:
- related to the application for admission to one of the competition classes referred to in Attachment 2 of this notice for which accreditation has not been granted by the MUR
- related to the application for admission to a class with a quota defined by the MUR as zero
- How can I verify that the payment was successful?
To verify that the payment has been made correctly, you need to check for the presence of a GREEN badge next the operation.
- Can I modify and/or delete the application I have submitted?
No, once the steps have been confirmed, it is not possible to modify or delete what has been declared in any way. For this reason, we recommend paying close attention to what you select.
- Can I change the region I have selected?
No, the choice is final and cannot be changed.
- Can I apply to participate in more than one competition category?
For each region, it is possible to submit one question per attachment.
It is therefore not permitted to submit applications for more competition classes related to the same attachment in the same region.For example:
- Two separate applications may be submitted, both referring to the same Attachment, if they are submitted in different regions — for example, one in Veneto and one in Lombardy for Attachment 1, 60 CFU — even if they concern the same competition class or different competition classes.
- It is allowed to submit two separate applications—for example, one for 60 credits (Attachment 1) and one for 30 credits (Attachment 2)—in the same region, even if they refer to the same competition class or to different competition classes.
- It is NOT permitted to submit multiple applications for different competition categories within the same Attachment — for example, it is not permitted to submit applications for competition categories A012 and A013 relating to the 60 CFU course (Attachment 1) in the Lombardy region.
- Can I apply to participate in one or more competitions with both eCampus and other universities?
No. Candidates must also declare that they have applied to participate in the same competition class exclusively at this University.
- I paid the registration fee for an application I submitted, but I realized I selected the wrong course/region/competition class. Can I convert the payment to another application?
No. However, you can submit a new application, making sure to enter all the required information correctly and pay the €150 fee again, provided that the conditions indicated in FAQ n. 9 are met.
- What is meant by “competition winners”?
The term “competition winners” refers to those who fall within the definition provided for by current legislation.
Please also note that candidates must have signed a fixed-term contract in order to be eligible for permanent employment. - If I entered the competition with only 24 CFU and in the meantime have completed three years of service, at least one of which was in the specific competition class, do I have to enroll in the course excluded from the sustainable level of 36 or 30 CFU?
For the 30 CFU, Attachment 2. According to note 2884, 6 February 2025, Ministry of Education and the Ministry of University and Research, the subjective situation of teachers at the time the courses are activated is taken into consideration, regardless of the requirements with which the candidates themselves gained access to the competition.
- If I have applied to participate in one of the two courses excluded from the sustainable level, will I have to wait for the rankings to be published?
No, there is no admission ranking for these types of courses. All participants who meet the admission requirements are automatically admitted to the courses and will be able to access them if they complete the online pre-enrollment procedure within the deadlines and according to the procedures that will be officially established and communicated by the Student Administration Office on the official website.
- How can I check if I have been admitted to the ranking list?
You must monitor the website yourself to check when the provisional and final rankings are published. The university does not send any notification to candidates regarding the publication of the rankings.
- Is it possible to request a shortcut?
Those who are eligible in the FINAL ranking of one of the initial training courses leading to qualification may apply for, after attaining the matriculation number, recognition of any previous university or academic activities (pursuant to Prime Ministerial Decree of 4 August 2023, Attachment B) in order to obtain a reduction in the length of the course. The procedures and terms for submitting requests will be officially communicated by the Secretariat on the website through the publication of new FAQs.
- I am disabled or have a civil disability. Am I exempt from payments?
Students with a recognized disability equal to or greater than 66%, pursuant to Legislative Decree n. 68/2012, will be entitled to total exemption from paying enrollment fees for attending the course.
However, the payment of the stamp duty, the €150,00 fee for participating in the competition, and the €150,00 fee for taking the final exam are still required.
- How do I declare my disability?
When submitting your application, you can declare that you have a disability, indicating the percentage and type of disability. Please refer to the guide published in the section “HOW TO SUBMIT YOUR APPLICATION FOR ADMISSION.”
- I am pregnant, can I participate in the courses?
Yes, it is possible to participate. However, it should be noted that, pursuant to Legislative Decree 151/2001, it is not possible to carry out direct internship activities in the event of high-risk pregnancy or during the period of compulsory leave.
Please note that, even if you find yourself in one of the conditions described above, it will not be possible to carry out the internship in alternative ways or be exempted from it. However, Ministerial Decree 156, 24 February 2025, allows for the suspension of the initial training program and the possible continuation of the following academic year, with the safeguarding of the part of the training already completed, in the event of proven and documented needs.
- Do the courses listed in Attachments 1/2/5 include internships?
Yes, it is mandatory.
- What internships are available?
- Direct internships are provided for courses related to the attachments 1 (60cfu) and 5 (36cfu) and takes place in person at an affiliated institution;
- Indirect internships are required for all courses and consist of activities/workshops to be carried out at locations identified by the University.
- If I am NOT admitted in the final ranking, is it possible that I will be admitted at a later date?
Yes, if the admitted candidates do not complete the enrollment procedure, the University will proceed with the ranking list.
In this case, the candidate concerned is reminded to constantly monitor the email address provided during the initial registration on the eCampus portal.
- How are the lessons conducted?
As provided for by Legislative Decree N. 59 13 April 2017, as amended, and in particular by Article 18-bis, paragraph 6-bis, exclusively for the academic years 2023/2024 and 2024/2025: initial university training courses may be carried out, with the exception of internships and laboratory activities, using synchronous online methods, even in derogation from the limit provided for in Article 2-bis, paragraph 1, second sentence, and in any case not exceeding 50% of the total.
- What equipment is needed to attend online classes?
To access the virtual classroom, you must have a PC (Windows, Mac) with a stable internet connection.
- If there are several locations available in a region, can I choose where to attend in-person classes and take the final exam?
No, the location is assigned automatically within the region for which the application was submitted, based on the logistical and organizational needs of the University.
Furthermore, the assigned location may be subject to change for organizational reasons. - Are absences permitted?
Attendance is mandatory and is established by the Prime Ministerial Decree as at least 70% of each activity, for example, for each subject or internship included in the course.
- In the event of absences due to illness/medical appointments/certified disability, is it possible to send a medical or disability certificate in order to have the absence recognized?
Unfortunately, current legislation does not provide for any possibility of exemption for mandatory presential activities.
